
KZN’s New “ZN” Number Plates: Everything You Need to Know 🛑
The Deadline: 30 November 2025
All motorists in KwaZulu-Natal must migrate from the old town-specific vehicle number plates (like ND, NP, NUR, etc.) to the new uniform “ZN” format by 30 November 2025. This deadline is final and no extensions will be granted.
Why the Change? The new system addresses several critical needs:
Number exhaustion: The old system was running out of available combinations in many areas, making it impossible to register new vehicles in certain towns.
Provincial standardisation: The “ZN” format creates a unified system across KwaZulu-Natal, aligning with national vehicle registration standards.
Enhanced security: The new plates include advanced security features such as holograms and watermarks to combat fraud and counterfeiting.
Improved law enforcement: By removing town identifiers, the system makes it harder for criminals to target vehicles based on their registration location.
What This Means for KZN Drivers
Firm deadline: You must switch to the new ZN plates by 30 November 2025.
Automatic number generation: When renewing your licence disc, the system will automatically generate your new ZN-format registration — no special request is needed.
Matching plate and disc is mandatory: It is illegal to drive if your licence disc number does not match your number plate.
The New Plate Format
The new format consists of two letters, two numbers, two letters, followed by “ZN”—for example, BB 12 CD ZN. The plates display the provincial Coat of Arms above the “ZN” designation, with a maximum of 7 characters before the suffix.
Colour schemes:
• General population plates: blue letters on white reflective surface
• Public transport (buses, minibus taxis, e-hailing): black letters on white surface
• Government vehicles: red on white

Once your registration changes, you must inform:
• Your insurance provider
• Your bank or vehicle financier
• Your tracking company
• Any fuel card or fleet service providers
While your insurance cover relates to your Vehicle Identification Number (VIN), your insurer needs the current licence plate number for recording and reporting purposes.
Cost of New Plates
New ZN plates cost approximately R400 per set, though prices may vary depending on the manufacturer. Personalised plates cost around R460.00 per set to convert to the new system.
What Happens If You Miss the Deadline? Traffic Fines & Penalties
If you don’t switch to the new ZN plates by 30 November 2025, vehicles displaying old-style plates will be in violation, and you will be fined by law enforcement. And once AARTO and the Demerit system is fully active, traffic fines become more serious and penalties will apply, which could lead to suspension or cancellation of your licence. Don’t be an easy target!
Understanding AARTO:
The Administrative Adjudication of Road Traffic Offences (AARTO) system is being rolled out in phases:
Phase 1 (December 1, 2025): AARTO will be introduced in 69 municipalities, including major metros like Durban, Johannesburg, Cape Town, and Pretoria.
Phase 2 (April 1, 2026): Implementation extends to the remaining municipalities.
Phase 3 (September 1, 2026): The demerit points system officially commences.
Important Update: The AARTO demerit system has been delayed multiple times, with the latest reports indicating a potential delay to July 2026. Official timelines remain subject to change.
How AARTO Works
Electronic notices: Traffic fines will be served electronically via SMS, email, or postal mail.
Payment window: Motorists will have 32 days to pay at a 50% discounted rate. After that, the full fine becomes payable.
Licence renewals: You will not be able to renew your licence until all outstanding fines are paid.
The Demerit Points System
Every motorist begins with zero demerit points on their driving licence, with different demerit points prescribed for various offences.
Thresholds:
• Learner drivers can accumulate up to 6 demerit points
• Fully licensed drivers can accumulate up to 15 demerit points
Suspension: If 15 points is exceeded, your licence will be suspended for 3 months for each point over this threshold.
Multiple suspensions: Most documents can be suspended twice, and exceeding the threshold a third time leads to cancellation.
Point reduction: Points are reduced by one every three months without an offence until they reach zero.
Rehabilitation programmes: Habitual infringers who have been disqualified more than two times may participate in driver rehabilitation programmes.
Driving while suspended: This is a criminal offence and carries an additional penalty.
Serious Offences Remain Criminal
Although numerous minor offences will be ‘decriminalised’ under AARTO, more serious offences will result in criminal procedures, including driving under the influence, driving with a suspended licence, and excessive speeding (exceeding the limit by more than 40km/h).
Regional Variations
Because of the phased implementation, the way licensing offices handle pending fines and enforcement orders may vary by region and by licensing centre.
